The Department of Behavioral Health has excellent career opportunities available for talented mental health professionals interested in the position of Clinical Supervisor. The Clinical Supervisor has full supervisory responsibilities over clinical and support staff including interviewing, selecting, training, assigning, directing, monitoring, and evaluating staff. In addition, responsibilities may include providing direct client services, clinical direction to subordinate staff, and clinical supervision of unlicensed clinicians and student interns.

Note: The eligible list established from this recruitment may be used to fill both extra-help and permanently allocated positions. Individuals selected for extra-help appointment may be transitioned to a permanently allocated position at a later date as authorized by the Fresno County Personnel Rules.

Positions in this classification are in Medical Group I - Light Physical Activity (Personnel Rule 8). This group includes positions which require only light physical effort and may include lifting of small, light objects and some bending, stooping, squatting, twisting, and reaching. Considerable walking or standing may be involved.

SAMPLES OF DUTIES:

  • Supervises staff in a behavioral health program. Supervisory responsibilities include interviewing, selecting, training, assigning, directing, monitoring, evaluating staff and disciplining staff when necessary.
  • Consults with a Division Manager regarding program goals, activities, policies, and procedures.
  • Communicates and interprets program goals, policies, and procedures to staff, community agencies, clients, and the public.
  • Assures that County, department, and program policies are properly implemented.
  • Develops and implements work schedules to assure proper program coverage.
  • Ensures staff proficiency in behavioral health information and other information systems utilized by the particular program.
  • Reviews case files to assure compliance with departmental and state policies, procedures, and billing requirements.
  • Assists management staff in the development and monitoring of program budgets.
  • Assures proper maintenance of the physical facility and availability of supplies.
  • Prepares or supervises the preparation of memoranda, letters, reports, and correspondence.
  • In accordance with state licensing and/or certification requirements, may provide clinical supervision and consultation to professional staff seeking to obtain licensure or certification; may provide clinical supervision to student interns.
  • In accordance with state licensing and/or certification requirements, may provide direct client services including evaluating and developing treatment plans, conducting therapy sessions, and consulting with other agencies regarding client treatment.
  • May conduct special studies or projects under the direction of management staff.

KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of:

  • Principles and practices of employee supervision and staff development;
  • Principles, theories, techniques and practices of clinical social work and/or marriage and family therapy;
  • Various therapeutic, treatment and recovery approaches, including individual, group and family counseling for substance use disorders;
  • Principles and practices of behavioral health education, community organizations and allied behavioral health services and resources;
  • Laws, regulations and ethical standards governing behavioral health treatment and medical records;
  • Behavioral health interviewing techniques and treatment methods;
  • Intensive and long term case management services;
  • Principles and practices of cultural competency theory;
  • Theories and causes of substance use disorders.

Skills/Abilities to:

  • Select, train, supervise, evaluate, and discipline subordinate staff;
  • Display effective organizational and time management principles and techniques;
  • Identify and evaluate normal and abnormal behavioral tendencies;
  • Evaluate, develop and implement treatment plans;
  • Remain knowledgeable and proficient in mental health practices through readings, research, professional organizations, academic training, and participation in direct client services;
  • Conduct outcome measured culturally appropriate individual/group/family psychotherapy, rehabilitation services and case management services;
  • Communicate effectively in both oral and written forms to behavioral health staff, consumers, their family members and other interested community members;
  • Maintain effective interpersonal relationships at all organizational levels and with the public;
  • Demonstrate a high degree of maturity, integrity, initiative, and independent judgment.

MINIMUM QUALIFICATIONS:

Note: The minimum qualifications for this recruitment are limited to candidates possessing experience and licensure related to the specific vacant position:

Education: Possession of a bachelor's degree that is acceptable within the United States' accredited college or university system.

Experience: Four (4) years of full-time, paid mental health or substance abuse work experience as a Licensed Clinical Social Worker, Licensed Marriage and Family Therapist, Registered Nurse, or Licensed Psychologist.

License: Valid State of California license as a Clinical Social Worker, Marriage and Family Therapist, Registered Nurse or Psychologist.

Possession of a valid Class "C" driver's license, or equivalent, may be required.

SELECTION PROCESS:
