JOB SUMMARY - Director Behavioral Health (Clinical Services)

Department: Rainforest Recovery Center, Mental Health Unit & Bartlett Outpatient Psychiatric Services Reports To: Chief Behavioral Health Office

Under direct supervision of the Chief Behavioral Health Officer (CBHO) and in conjunction with the Medical Director of Behavioral Health Services the Director of Clinical Services is responsible for the clinical supervision and programmatic direction of the Rainforest Recovery Center (RRC), MHU therapeutic services, and Bartlett Outpatient Therapeutic services including program growth, development, and exploring innovative methods to expand community resources for the mental health and SUD population. While involving the Clinical Assistant Managers as key stake holders, The Director assesses, plans, implements and evaluates the delivery of patient care and supports growth and programmatic operations. The Director maximizes resource utilization through team resources and assists in accomplishment of organizational objectives through process improvement and evaluation of quality clinical outcomes. The Director supports compliance with established organizational and professional practices, accreditation standards, and state/federal laws and regulations while utilizing the BRH quality team as appropriate. The Director is responsible for developing practical patient focused services and encourages an atmosphere of professional practice that fosters positive service delivery. This leader will foster teamwork, have the ability to work with multiple teams within the organization to include partnering and implementing leadership strategies. The Director is encouraged to identify needed services and increase access strategies in conjunction with the behavioral health team.

Primary Duties/Essential Functions (include but are not limited to the following):

Leadership

  • Influences others in a positive manner; develops and inspires others; takes risks; fosters teamwork at the department/unit level; motivates staff; demonstrates individual accountability and fosters accountability in staff; demonstrates loyalty and commitment to BRH; is goal and action oriented; follows BRH Code of Conduct.
  • Provides direct supervision for clinical services provided within the service line.Utilizes the Clinical Assistant Managers as appropriate for operational issues.Coordinates these functions with the CBHO as necessary to develop consistent and dependable strategies.
  • Functions as a Community Leader and represents the hospital in areas crucial to our mission that involve program planning, developing community coalitions, developing focused solutions for community need, and serving as an actively engaged stake holder in assigned areas. Utilizes both team leads for support in the process and coordinates event with the Medical Director and CBHO to provide a unified approach for BRH.
  • Works with and helps coordinate Rainforest Recovery Center Advisory Board functions

Utilizes the skills of the RRC Lead team and BH managers to:

  • Develop and mentor staff:Encourages staff to develop professionally through ongoing education, certification, and job advancement; actively participates in the orientation process for all new hires; keeps individual skills and knowledge base current; identifies opportunities for improvement and uses them as learning situations; assures staff remains competent.Is able to discipline constructively as needed without punishment; maintains open communication and a climate of mutual respect.
  • Function as change agents:Accept new challenges willingly, keeps staff informed of changes; manages conflict; meets project deadlines; demonstrates flexibility in the work environment.

  • Think Critically:Correctly interpret situations and data; helps staff to interpret situations; asks “what if” on a continual basis identifies root cause and appropriate corrective action; looks at the “big picture,” not only focusing on task accomplishment.
  • Makes department rounds to identify issues; observe and coach staff and offer input and decision making regarding work practices
  • Recognize and rewards positive contributions of their teams and follow up on staff suggestions; effectively respond to staff concerns; demonstrate a caring attitude and monitor employee satisfaction and engagement
  • Disseminates information to staff and physicians; ensures that their messages are communicated.

Customer Satisfaction

  • Patient/Family/External: Identifies and responds to situations that interfere with effective customer service delivery; responds to complaints quickly and in a caring manner; fosters a patient-centered approach and anticipates customer needs; monitors consumer evaluations of the services provided.
  • Articulation with other Departments: Collaborates with departments within Bartlett Regional Hospital (BRH), including the MHU, Emergency Department (ED), Medical-Surgical (MS) Unit, Hospitalists, and ancillary departments to encourage streamlined patient flow, quality service, and customer satisfaction; has a positive rapport with other departments throughout the hospital; problem solves issues. Understands the challenges and dynamics which affect customer departments.
  • Collaborates with physicians to promote patient flow, quality service, and customer satisfaction.
  • Assists in the development of a continuum of services which would allow for step up or step down care depending on diagnostic need.
  • Develop Access strategies to reduce wait time and improve appropriate levels of service placements.

Financial Management

  • Utilizes program resources including the CAM and BOPS OM to help prepare and manage budget.
  • Utilizes and develops the grant writing lead in conjunction with the RRC CAM and BRH grants specialist to prepare Federal, State, and local grant proposals.
  • Reviews clinical sections of grants to ensure the correct story is told.
  • Innovation: Uses creative ideas, develops solutions for generating revenue/cost containment.

Quality Management

  • Implements, monitors, and evaluates progress toward established goals; evaluates community needs, attitudes and resources
  • Responsible for developing an evidence-based, clinical program on the MHU and RRC and ensures regulatory program standards are met. Monitors compliance with Federal, State and local regulations in conjunction with the quality department. Communicates and collaborates with the State of Alaska (SOA)/Division of Behavioral Health (DBH) to support the process. Coordinates these communications with CBHO and Medical Director.
  • Develop strategies to increase appropriate access for patients.
  • Performance Improvement: Articulates expectations for the department; identifies and responds to PI opportunities; participates on PI teams; uses data to make appropriate decisions; reviews reports that include accomplishments and monitors goal attainment.
  • Develops a culture of safety through placing safety as first priority for both patients and caregivers and using it as the driving force for decision making. Emphasizes safety as everyone’s responsibility and fosters a sense of trust among all stakeholders and caregivers. Reviews occurrence reports to support the process.
  • Site Surveys: Assists in leading and facilitating regulatory site surveys in conjunction with the CBHO and Medical Director and quality department.

Human Resource Management

  • Hiring: Hires the “right people” through utilizing the team to help select talent. Encourages those supervised (RRC CAM, therapists, to take ownership for their team hires and outcomes. Models leadership. Coaches, disciplines, and terminates according to expected protocol.
  • Performance Appraisals: Completes performance appraisals on direct reports in a timely manner; sets measurable goals to develop staff.
  • Delegates/ utilizes the CAM and Leads to ensure staff scheduling and the payroll process is working.

Other Duties as assigned

  • Member of Hospital Departmental Leadership Team; participates in regular meetings; active in formulating leadership goals.
  • Evaluates and modifies department clinical practice in collaboration with Medical Staff.
  • Participates on hospital/department ad hoc committees/teams and projects.
  • Participates in professional and/or community organizations.
  • Performs other related duties, as assigned.

MINIMUM QUALIFICATIONS: (The following are minimal qualfications necessary for entry into this classification)

  • Education: Masters degree in the behavioral health field, public administration or related area. Ph.D. in the behavioral health field preferred.
  • License(s) & Certification(s): BLS for Healthcare Provider within 60 days of hire. TEAM (Techniques for Effective Aggression Management) within 90 days of hire. State of Alaska Chemical Dependency Counselor II certification preferred.
  • Experience: At least five years current behavior health care experience that includes at least one year supervisory/management experience.
