Job Description

SUMMARY

The Chief Financial Officer (CFO) contributes to the successful achievement of the organization’s mission and strategic initiatives by providing leadership, oversight, evaluation and direction for the general administrative and financial performance of the organization through planning, organizing and directing the various functions. Additional responsibilities include, but are not limited to oversight of statement preparation, budget preparation, and maintenance of all ledgers. The Chief Financial Officer serves as a member of the senior leadership team. This position provides management and supervision to designated staff.

Education

  • High school graduate or equivalent.
  • Bachelor’s degree in Business, Finance, Accounting or related field.

Preferred:

  • Master’s degree in Business (MBA), Accounting (MA) or Finance (MF).

Experience

  • Accounting and/or Finance experience (7 years).
  • Senior/Director level management experience (5 years).
  • Supervisory experience over mid-level/department managers (5 years).
  • Understanding and practical use of Generally Accepted Accounting Principals (GAAP).
  • Experience with automated accounting and billing systems.
  • Knowledge and experience in health care finance, including third party reimbursement mechanisms and Federal guidelines regarding budget and financing.
  • Experience working with Federal/State tax guidelines and laws as they relate to non-profit organizations.
  • Corporate compliance and HIPAA privacy/security experience.

Preferred:

  • Familiarity with community health centers, medical/dental clinics or practices, or other healthcare settings.
  • Healthcare information systems, such as electronic health record and practice management systems experience.
  • Medical/dental billing and insurance experience in a healthcare setting.
  • Working in a not-for-profit organization.
  • Familiarity with federally qualified health centers or FQHC “look alikes.”
  • Familiarity with A-110 and A-133 Federal grants/audit standards.

Credentials

Preferred:

  • Public Accountant (CPA) certified by the American Institute of Certification Public Accountants (AICPA).
  • Healthcare Financial Professional (CHFP) certified by the Healthcare Financial Management Association or other relevant professional organization.

Other

  • Driver's license with the State of Washington.
  • Motor vehicle insurance liability policy, a certificate of deposit, or a liability bond to the required limits.

Job Specific Functions/Performance Expectations:

  1. Job Specific Functions/Performance: General
    1. Contributes to the successful achievement of the organization’s mission and strategic initiatives by providing leadership, oversight, evaluation and direction for the general administrative services and programs of the organization through planning, organizing and directing the various departmental functions.
    2. Works collaboratively with members of the Director Team to assure achievement of annual business and strategic goals, and objectives.
    3. Works collaboratively to prepare an annual department budget and allocates resources to carry out programs and activities of the departments within areas of responsibility.
    4. Serves on the Directors’ Team and other formal and ad hoc committees and teams as appropriate.
    5. Responsible for administration and monitoring of standards, policies and procedures for areas of responsibility.
    6. Leads appropriate meetings, committees, work groups and etc. as needed.
    7. Under the direction of the Chief Executive Officer, serve as staff to the Board of Directors as appropriate.
    8. Adheres to attendance standards in order to perform the job functions for daily operations and/or continuity of patient care.
  2. Job Specific Functions/Performance: Finance and Accounting
    1. Oversees all functions related to finance and accounting, including but not limited to: Accounting policies, payroll, accounts payable and receivable, general ledger, grant billing, contracts and leases.
    2. Oversees Finance participation in CHC’s Continuous Quality Improvement program.
    3. Develops, supervises, and coordinates efforts for all annual operating, capital, and individual grant budgets. Models and/or forecasts revenue and expenditures as required.
    4. Supervise the preparation of all regulatory reports (i.e. FSR, UDS, Medicare, Medicaid, IRS Form 990, state tax returns, etc.) 5. Presents financial information at all staff meetings.
    5. Responsible for timely preparation and presentation of financial statements and reports.
    6. Oversees and/or Prepares Federally Qualified Health Centers Medicaid and Medicare cost reports.
    7. Coordinates compliance with A-133 audit standards. Work with all department heads throughout the year to insure that expenditures adhere to the legal and budgetary requirements.
    8. Ensures and monitors portfolio investments according to the direction of the Board of Directors.
    9. Oversees treasury and investment functions, including banking, bank reconciliations, investments, debt management and lines of credit, as applicable.
    10. Oversees fixed assets and inventory records including depreciation and fixed asset schedules.
    11. Monitors regulatory environment and its impact on financial controls.
  3. Job Specific Functions/Performance: Information Technology
    1. Oversees all functions related to Information Technology, including but not limited to: IT policies, system maintenance, programs, compliance, security and software.
    2. Participates in the development of an annual business plan for Information Technology.
    3. Develops and implements IT strategic plans and initiatives.
    4. Directs the design, development and maintenance of systems, programs, and systems software to meet the needs of the organizations corporate growth and changing corporate objectives.
    5. Provides supervision to the HIPAA Security Officer and assures compliance with the development and implementation of security policies and procedures that will prevent, detect and detain any security violations.
    6. Ensures time lines and project plans are met.
    7. Ensures IT department productivity, quality of output and cost of service.
  4. Job Specific Functions/Performance: Patient Accounts
    1. Oversees all functions related to Patient Accounts, including but not limited to: Billing policies, timely and effective billing and collection of fees for services. Monitors Medicaid, Medicare and other third party insurance billing and compliance requirements.
    2. Ensures proper recording of patient revenue and related statistical data and analysis.
    3. Ensures corporate compliance with all regulatory requirements and to ensure integrity within CHC’s billing department.
    4. Ensure accuracy of patient accounting data in agency financial records.
    5. Manages the development, and periodic updating of agency fee schedules.
