JOB DESCRIPTION

Under limited supervision, the Director of Strategic Projects is responsible for 1) thorough market, legislative, regulatory, and community capacity research and development of innovative strategies, products and services HPSJ would consider to improve healthcare delivery; and 2) professional project management of the implementation of key strategies, products and services to include the planning and coordination of pilot projects. Work is highly varied and complex, and requires a high degree of discretion and independent judgment.

Essential Functions

  • Conducts extensive needs analysis and coordinates cost and/or benefits analyses to determine areas of the healthcare delivery system that can be improved through new technology or innovative strategies.
  • Leads research and development of innovative or pilot programs, services, products, and ventures as directed by the Vice President of Network Management.
  • Develops and implements HPSJ’s frameworks for opportunity exploration, partnering with executive team members and external stakeholders.
  • Provides strategic and tactical support to the Vice President of Network Management to coordinate and help drive the development strategic plans.
  • Researches, analyzes and documents relevant market assessment, industry standards, and input from internal and external sources.
  • Works with internal and external resources to develop financial models, feasibility analysis, and other key critical targets.
  • Manages multiple, sometimes disparate, innovation and strategic projects.
  • Takes an active role in building HPSJ’s innovation culture and mindset.
  • Serves as the key content expertise for innovative strategies, technologies and projects.
  • Socializes understanding of new initiatives and strategies among the HPSJ executive team members, directors and other key stakeholders.
  • Actively participates in industry trade associations as appropriate for strategic and innovation projects currently in process.
  • Develops positive and energetic relationships with internal and external stakeholders.
  • Promotes and maintains an environment that supports HPSJ’s strategy, vision, mission, and values.
  • Represents HPSJ in a highly professional manner that promotes a positive image of HPSJ in the community; serves on internal and external committees and other leadership forums.

JOB REQUIREMENTS

  • In-depth knowledge of the health care industry, its critical issues and major challenges.
  • In-depth knowledge of health care delivery systems.
  • Strong knowledge of health care core administrative functions, their strategic impact and integration with other health care functions.
  • Basic working knowledge of Medi-Cal programs and regulations.

Preferred

  • Familiarity with political, business, education, non-profit and other community leaders in San Joaquin and Stanislaus Counties and/or surrounding areas.
  • Knowledge of the economic and healthcare issues, and issues affecting the underserved in San Joaquin and Stanislaus Counties and/or surrounding areas.
  • In-depth knowledge of federal and state regulations applicable to managed care.

Required Experience

  • Bachelor’s Degree in Business, Healthcare Administration, Marketing or similar disciplines; and
  • At least five years’ experiences in project management in the healthcare industry and;
  • At least five years’ experience in product development, strategic planning, or healthcare delivery system innovation; and
  • At least two years experiences in developing and executing strategic initiatives and business plans based on rigorous analysis.

Preferred

  • Project management certification
  • Master’s Degree in Business, Healthcare Administration, Marketing or similar disciplines.
  • Strong understanding of the California healthcare landscape.

Licenses, Certifications

  • Valid California driver license and reliable transportation or, the ability to obtain transportation on demand if prohibited from getting a driver license due to a medically documented disability.
  • Project management certificate or equivalent experience.
