Description



Job Summary: The purpose of this position is to provide executive leadership to the Operations Department staff, to include planning, organizing, coordinating and directing all aspects of this department. The incumbent oversees the operations for both the medical and dental programs. This position manages the following: Directors of Medical and Dental operations, medical back office, dental back office, navigators, medical records and IT.



Essential Functions:



  • Actively participates on the Leadership Team to develop and implement strategic objectives in support of the organization’s Mission Values, and Key Success Factors outlined in the Board approved Strategic Plan.

  • Forms an effective results-oriented partnership with the Chief Financial Officer (CFO), Chief Medical Officer (CMO) and the Chief Dental Officer (CDO).

  • Works closely with the CMO and CDO in achieving and exceeding the budget revenue and expense targets.

  • Works with the CFO to prepare and manage the budget and other financial measures of the Operations department. Ensures that clinical operations processes and procedures are effective in the areas of budgeting, billing and internal controls. Achieves budgetary goals and objectives.

  • Provides day-to-day leadership and oversight of operational efficiency and quality at all sites, including direct supervision of Directors of Medical and Dental Operations, clinic leads, supervisors and managers

  • Translates the strategic and tactical business plans into an operational plan for the Medical, Dental and Behavioral health services. Evaluates and advises on the impact of long-range planning of new programs/strategies and regulatory action as those items impact clinical operations. Ensures that plans facilitate and support the delivery of cost-effective, high quality patient care and maximizes patient satisfaction across all sites.

  • Continues improving the programs, policies, practices and processes associated with meeting the strategic and operational issues of the organization as they apply to operations.

  • Maintains a high customer service standard. Leads operations effort to provide an excellent work environment for employees and an outstanding service experience by patients.

  • Works closely with Epic Provider Builder and IT to improve effectiveness and efficiencies in an effort to reduce provider stress and ‘pajama time’.

  • Manages relationships with EMR and EDR vendors and oversees all projects associated or rolled out by vendors.

  • Present at all sites on a regular basis to ensure high performance to the Operational Plan

  • Plans, develops, organizes, implements, directs and evaluates the organization's Operational Plan annually and ensures performance to the Plan.

  • Develops, implements, evaluates and revises, as necessary, departmental policies and procedures.

  • Oversees the process of the HRSA Operational Site Visit activities and/or any other accreditation/certification the organization may pursue.

  • Keeps the organizations defined HRSA Scope of Project accurate and makes sure that requests for changes are submitted in a timely fashion to protect the organization’s interest.

  • Actively participates in the organization’s Quality Improvement programs, to include, but not limited to, team functioning/meeting, PDSA efforts, quality performance reports. The COO will have a central role in achieving and maintaining PCMH recognition.

  • Maintains a safe work environment and implements and actively enforces the clinic’s safety policies.

  • Has knowledge of and is compliant with all laws and regulations governing areas of responsibility.

  • Participates in professional development activities and maintains professional affiliations.

  • Performs other duties and responsibilities as required.

Qualifications


Required Education/Experience:



  • Bachelor’s Degree

  • Minimum of five years of experience in senior leadership positions, including at least three years in a health care organization



Preferred Education/ Experience:



  • Master’s degree in Health Care Administration or Business Administration preferred.

  • Community Health Center experience preferred.



Preferred Credentials and Experience:



  • Knowledge of the principles and practices of health care administration.

  • Knowledge of federal and state regulations (e.g., HIPPA, HRSA, CLIA, OSHA, etc.).

  • Knowledge of clinic policies and procedures to manage its operations and to ensure effective patient care.

  • Knowledge of the principles and practices of employee development sufficient to manage the departments.

  • Knowledge of computer systems, programs and applications.

  • Ability to embrace diversity and build successful teams.

  • Ability to develop positive relationships.

  • Excellent verbal and written communication skills.

  • Ability to work flexible and extended hours and to travel between sites as needed.
